About the Speakers

SGM Garren Lee Fulmer USA Ret.
Director of Training and Operations
FEMA's Nevada Task Force 1 - Urban Search and Rescue
Sergeant Major Fulmer, US Army Retired served 30 years with the US Army as a Scout, Military Policeman and Civil Affairs operator. His last combat assignment was with the US State Department as Iraq's senior Fire Adviser and his Battalion's Operations Officer.  His last military assignment was with the 416th Civil Affairs Battalion (Airborne) in San Diego, CA. He also is retired from the Henderson Fire Department after 25 years on the floor.  He has served with NV-TF1 for 15 years as a Rescue Specialist and Safety Officer and is now posted as the Task Force's Director of Training.

Omar Saleh, P.E.
Project Engineer - John A. Martin & Associates of Nevada
Lead Structures Specialist-FEMA’s Nevada Task Force 1 - Urban Search and Rescue
Since joining Nevada Task Force 1 in 2016, Mr. Saleh has been actively training and working as structures specialist with Nevada Task Force 1. He was appointed as a lead structures specialist in 2018. Mr. Saleh is a project engineer with John A. Martin & Associates of Nevada.  He first joined John A. Martin & Associates of Nevada in 2007. Mr. Saleh also worked as a design engineer with Tower Engineering Professionals in North Carolina. During his engineering career Mr. Saleh has been involved in a variety of projects of different scale and complexity. Mr. Saleh has a Bachelor’s degree and a Master of Science degree in Civil Engineering.
